APPLICANT REQUESTS THAT:
Her general (under honorable conditions discharge) be upgraded to honorable
and her reenlistment eligibility (RE) code be changed.

STATEMENT OF FACTS:
The applicant was separated from the Air Force on 28 Apr 99, under the
provisions of AFI 36-3208 for misconduct-minor disciplinary infractions,
with a general discharge.
The Air Force Discharge Review Board (AFDRB) denied applicant’s request for
an upgrade of her general discharge to honorable on 22 Feb 00.
Her application was considered and denied by the Board on 31 Aug 04. For
an accounting of the facts and circumstances surrounding the applicant’s
initial request, and the rationale of the earlier decision by the Board,
see the Record of Proceedings at Exhibit E.
The applicant requests reconsideration and contends that she has matured
and would like to serve in the Reserves. She has worked at a recruiting
station, completed a Bachelors Degree and is aware of individuals that have
enlisted with worse backgrounds who have received waivers.
In support of the appeal, the applicant provides two character reference
letters.

THE BOARD CONCLUDES THAT:
In an earlier finding, we determined that there was insufficient evidence
to warrant any corrective action regarding the applicant’s request that her
general discharge be upgrade to honorable, and her RE code be changed. We
have reviewed the applicant’s most recent submission and find the evidence
provided insufficient to warrant a reversal of our previous determination
in this case. The applicant has not provided any evidence that her service
characterization was improper or contrary to the prevailing regulation, or
that her RE code was erroneously assigned. Further, because of the lack of
documentation concerning her activities since leaving the service, we are
not inclined to recommend upgrading her discharge based on clemency at this
time. In view of the foregoing, and in the absence of evidence to the
contrary, we find no compelling basis to act favorably on the applicant’s
request for upgrade of her discharge and change of her RE code.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of an error or injustice; that the application was denied
without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
